The primary purpose of the position is to serve as the Program Manager for Programming, providing assistance to the Peace Corps Country Director by ensuring appropriate development, planning, and management of all aspects of Peace Corps/Liberia's intervention in community development.The Program Manager ensures that the efforts and assignments of Peace Corps Response Volunteers are in accordance with goals and priorities of the Government of Liberia (GOL). The incumbent establishes and maintains contacts with senior level GOL officials to plan, develop and manage Peace Corps projects. The incumbent‑coordinates with other development organizations and non‑governmental organizations (NG0s) as needed or assigned. MAJOR DUTIES AND RESPONSIBILITIESPROGRAM/PROJECT DEVELOPMENT & MANAGEMENTDevelop and maintain a network of contacts in the sector: ministries and organizations, NGOs, local governments, and other organizations involved with community activities and projects utilizing, or likely to utilize, Volunteers at both national and local levels. Actively identify issues relevant to the sectors and Peace Corps programs. Communicate regularly with CD, AO and Medical Officer about the impacts of these issues, and acts on these issues accordingly. Encourage projects which reflect and serve the needs of Liberia, in cooperation with relevant Liberian officials and citizens, Peace Corps Staff, Volunteers, and others as appropriate. Prepare and update program documentation for Peace Corps/Liberia’s projects in cooperation with Liberian officials and citizens, Peace Corps staff, Volunteers, and others as appropriate. Documentation for the project consists of :a Project Plan which includes a statement of the problem to be solved, the goal and objectives of the project, a resource plan, and monitoring and evaluation plans; The annual Project Status Review process conducted with appropriate PCRVs, Counterparts, and staff, forming the basis of the Project Status Report for the sectors; Update Volunteer job descriptions to reflect changes and developments in each sector and duties for volunteers in each assignment area; Background information on Liberia and the projects for use in brochures, mailings, press releases, web pages, etc. Visit Volunteer sites as appropriate to support Volunteers, site supervisors and co-workers regarding job viability, level of administrative interest, any necessary resources for the job, and opportunities for community involvement. Complete detailed reports on the site development activities and suitability of cooperation and housing. Maintain open records of correspondence with hosting organizations, contacts, and volunteers relative to sites, potential sites, site visits and cooperation. Act as a technical and cultural consultant, and, when necessary, as interpreter/translator, in the support of the implementation of specific projects.VOLUNTEER SUPPORTAssists the Country Director in planning, developing, coordinating, and evaluating orientation programs: Serves as Peace Corps/Liberia’s technical expert and program specialist in the development and implementation of orientation programs in the aforementioned development sectors. Defines content of orientation curriculum based on knowledge of host agency expectations and Volunteers tasks; Evaluates orientation activities to ensure that the highest degree of quality and effectiveness in individual performance and overall production is attained.Travel regularly and extensively throughout the country to maintain professional relationships with officials and local communities; visit Volunteers in their sites. Advise and work with Volunteers and their supervisors to improve job performance, as well as social and cultural acceptability of the Volunteer. Document all site visits and interaction with PCRVs in systematic way. Provide technical support, assessment and feedback on a regular basis to PCRVs and counterparts. Review periodic reports and track all incoming reports, trends, and issues to be addressed. Provide necessary materials to the Volunteers and Counterparts. Observe, evaluate and document PCRV progress, in professional, personal, and cultural aspects of their service. Support Volunteers with personal and cultural counseling and with various Peace Corps administrative functions both in the field and in the Monrovia office.MONITORING & EVALUATION Design and implement effective project monitoring and evaluation systems with host institutions and Volunteers, to assure that Volunteer activities are consistent with and are achieving project goals. Provide site visit reports and program evaluation reports to the Country Director.SECURITYUphold and abide by all Peace Corps and Post standards and guidance for ensuring the safety and security of all staff, volunteers, equipment, property, residences, vehicles and office. Uphold and abide by all local laws when serving in an official capacity for Peace CorpsADMINISTRATIVE SUPPORTAssist in the discharge of fiscal responsibilities, budget preparation and submissions, and the maintenance of budgetary controls as necessary. Manage the planning, selection, acquisition, design, storage and distribution of program support materials relevant to and necessary for each sector. Develop, track and up-date PCRV files and records on a regular basis. Write letters of recommendation for PCRVs or others, as appropriate. Serves as Peace Corps duty officer on rotational basis. QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCEAll applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.1. 4-year college degree in management, education, business, health, or related field. M.A. is desirable. 2. At least five years of progressively responsible experience including contacts with government and NGO organizations, particularly those involved in the aforementioned development sectors. 3. Level 4 proficiency in both written and spoken English.4. Must posses a valid Liberian driver’s license.5. The incumbent must have thorough knowledge of the principles, concepts, and processes of community development and adult education, and practical knowledge of a wide range of technical methods, principles and practices of agricultural extension, water/sanitation, health education, urban development, and/or small enterprise development. Knowledge of the various GOL ministries. In-depth knowledge of urban, rural Liberia and traditional and modern dynamics of Liberian society is required for evaluation of projects and for providing advice to Volunteers. The incumbent should have knowledge of American culture and issues of cross‑cultural differences. A thorough knowledge of problems in developing nations is also required.6. The incumbent must have skills in applying acquired technical knowledge to the design and plan of the country program's projects. An ability to prepare accurate, factual, and analytical reports in English and an exceptional ability to plan, organize and prioritize tasks. The incumbent must be able to negotiate and serve as a liaison to facilitate interaction between Peace Corps Response and host agencies. The incumbent has the ability to make decisions in uncertainty because of continuing change in work elements.
