Peace Corps Liberia HIRING Personal services contractors: General Services Manager, Information Technology Specialist, Program Assistant (2), Office Move Coordinator & Driver (2)



Application Process: Copies of the full job descriptions available at the guard gate at Peace Corps Liberia on the campus of the American International School of Monrovia, Old Road, Congo Town. Applications may be delivered to the guard gate at Peace Corps or sent by e-mail to: pcjobs@lr.peacecorps.gov No phone calls accepted. All applications must be received by Thursday, March 11 at 5:00 p.m. or they will not be considered. Please indicate for which position for with you are applying in your cover letter and include a resume, list of references and copies of any other certificates, diplomas or recommendations relevant. If applying for more than one position, must submit a separate application for each one. ALL ORDINARILY RESIDENT APPLICANTS MUST HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.



Driver (2 positions) 44 hours/week

Responsible for driving Peace Corps vehicles and providing general maintenance for all Peace Corps vehicles; performs office errands assigned, such as pick up and deliver mail. Extensive travel throughout Liberia is required.

Qualifications

Required Education & Qualifications:

  • High school diploma and proficient in both written and spoken English.
  • At least two years of previous work experience as a driver
  • Must have knowledge of road conditions throughout Liberia and ability to plan vehicle maintenance for such conditions; must be able to demonstrate accuracy in filling out paperwork; knowledge of general vehicle maintenance.
  • Must posses a valid Liberian driver’s license. Demonstrated ability to drive under difficult situations in rural Liberia and adhere to driving laws. Ability to maintain vehicles in good working condition.


Preferred Qualifications:

  • Basic computer and data entry skills (Microsoft Word and Excel)
  • Knowledge and previous work experience in general services, expediting, supplies, and logistics.
  • Experience in motor pool mechanics.

Information Technology Specialist 44 hours/week

To be the primary person to provide first-tier technical support: administering the local IT systems, maintaining ITS mandated configurations, and ensuring that all IT systems adhere to policies. Must be able to work with minimal supervision. exercise initiative, use independent judgment and skill.

· Trouble-shooting both hardware and software issues

· Ability to meet deadlines, meticulous work habits, attention to detail, and the highest level of integrity and honesty required.

· Must possess and demonstrate high quality written composition, personal organization and time management skills.

· Must demonstrate an ability to work effectively under multiple tasks and deadlines with continuous interruptions.

Preferred Qualifications

· Masters degree in computer sciences or related field and Experience in training co-workers at a beginner and advanced level.

· Expected to exercise full judgment in all responsibilities and able to demonstrate flexibility within the regulations to accommodate demands





General Services Manager 44 hours/week

Responsible for coordinating all aspects of office support including: property & equipment administration, facilities & equipment maintenance, shipping, procurement, motor pool management and vehicle maintenance including management of a staff of approximately seven members. A multi-function position requiring a high degree of energy, flexibility, and management ability in areas of planning, organization and attention to detail. Will need a strong sense of prioritization, ability to delegate and will need to work variable hours. Will operate official vehicles to perform work within the scope of outlined duties.

Qualifications

Required Education & Qualifications

  • College or university degree in management, business, administration or related field with at least 7yrs experience in at least three of the following areas: logistics, procurement, vehicle management, property management, and/or facilities maintenance.
  • Proficiency in both written and spoken English & must have good skills in MS Office Suite such as MS Word, MS Excel, and MS Outlook etc.
  • Must posses a valid Liberian driver’s license and have a clean driving record.
  • Must have experience in staff management, strategic planning, & meeting deadlines & demonstrate cooperative work with subordinates & staff.
  • Proven knowledge & ability to manage procurement bidding, track inventory, prepare reports, maintain facilities; & provide logistical support.
  • Must demonstrate great degree of energy, flexibility, creativity and the ability to set priorities. Must have ability to multi-task under time pressure.


Preferred Qualifications

  • Masters Degree in Business Administration or related field.
  • Prior General Service Management experience with embassies, INGO, NGO, UN or private business, including prior staff management.




Office Move Project Manager- Anticipated Time Frame: March – June 2010. Please send resume, salary requirements
Duties and Responsibilities



The Project Manager will work with the Country Director and Administrative Officer (AO) to research, plan and execute all aspects of Peace Corps/Liberia office move scheduled around April, 2010. The Project Manager is a multi-functional position requiring a high degree of skill and ability in areas of planning, organization and attention to detail. Specifically, the Project Manager will:

  • Conduct thorough review and establish a project plan detailing timelines, resources necessary and accountable parties to ensure smooth transition to new office. This project plan will take into account aspects of all individual departmental needs, volunteer support needs, medical unit priorities, and programming, training and administrative team requirements.
  • Manage all deliverables on office move project plan with all Peace Corps offices in direct consultation with the AO through regular planning meeting with all pertinent parties.
  • Prepare communications plan and materials in preparation for office move for use with staff, volunteers and local service providers.
  • Manage all negotiations with the landlord, vendors and local authorities for specific needs such as utilities, installation of back-up generators, air conditioners, computer equipment, grounding, wiring, phones, etc.
  • Manage repairs and modifications of old office for final return to landlord.
  • Provide summary documentation on all office move preparations and execution including necessary documentation to the lease file on procurement of new office.


Qualifications

Required Qualifications:

· Candidate must be fluent in spoken and written English and have strong computer skills in Word, Excel and Outlook.

· A good working knowledge and at least two years of experience managing building construction and remodeling, plumbing, grounding, electrical wiring, air condition installation, generator installation, IT installation, and security upgrades.

Preferred Qualifications:

· Having worked on similar previous projects in West Africa, preferably in Liberia.



Program Assistant 44 hours/week

Supports overall management of the Secondary Education Project. Develops and maintains contacts with partners, particularly in the education sector, and collaborates with them in the development of Peace Corps Programming. The PA helps the Program Manager identify viable Peace Corps Volunteer work assignments throughout the country and works to prepare the communities for a Volunteer. The PA visits Volunteers in their communities on a regular basis and manages all documents related travel and training needs. Develops and facilitates the technical training component for Peace Corps Volunteers as well as creates and maintains an Information Resource Center for Volunteers. Technical training topics include teaching English, science, and math and working as PTA Organizers.

Qualifications:

· EDUCATION: Bachelor’s Degree in education or related development field.

· Ability to speak and write in English at a professional level.

· PRIOR WORK EXPERIENCE: 5 years or more of progressively responsible experience in the Liberian educational system, 5 years or more of teaching experience, preferably as an adult educator or at the secondary level, 3 years or more of designing and delivering technical training for the education sector.

· JOB KNOWLEDGE: Expert knowledge in the areas of teaching at the secondary level (particularly English, science, and math), excellent knowledge of Liberian educational system and its current priorities, knowledge of training design, delivery, and evaluation, knowledge of Liberia’s specific development and educational needs

· SKILLS AND ABILITIES: Advanced computer skills (Microsoft Office), willingness to learn new applications, proven presentation and training skills for adults, demonstrated ability to provide appropriate and timely counseling and feedback to adults and to provide support in the areas of safety, cultural integration, strong interpersonal skills and ability to work on a diverse team, ability to administer an exchange program, ability to develop and maintain an extensive range of contacts among development partners, ability to prepare precise, accurate, and analytical program and training proposals and reports, and able and willing to travel in-country (up to 15% of the time) and to live outside of Monrovia during training (up to 25% percent of the time.

Preferred Qualifications:

· Master’s Degree in education or related development field

· Proven ability to work with the Government of Liberia at all levels

· 2 years experience in community outreach or development

· Experience with or exposure to American organization and/or culture

· 2 years of management experience

· Experience in program monitoring and evaluation

· Valid driver’s license (prior to employment start date) and ability to drive.



Peace Corps Response Program Assistant 44 hours/week

Supports overall management of the Response Project. Develops and maintains contacts with other development partners, particularly in the education and health sectors, and collaborating with them in the development of Peace Corps Programming. The PA helps identify viable short-term Peace Corps Response Volunteer work assignments throughout the country and works to prepare the communities for a Volunteer. The PA visits Volunteers in their communities on a regular basis. The PA, in collaboration with the Training Manager (TM), develops and facilitates the Orientation for Response Volunteers. The PA is responsible for administering all Response documentation and the Peace Corps World Wise School Program for post.
