VACANY ANNOUNCEMENT – US Peace Corps

The U.S. Peace Corps in Monrovia is seeking an individual for the position of Assistant General Services Manager. This position is located in Peace Corps/Liberia office in Monrovia.

Under the direct supervision of the Administrative Officer (AO), the Assistant General Services Manager (AGSM) assists the AO with the maintenance, purchase (within designated limits), inventory, and disposition of all PC expendable and non-expendable property,. The AGSM works with the US Embassy to ensure timely customs clearance of PC property and delivery to designated locations. The incumbent monitors utility providers ensuring the most reliable services possible and sees to payment. The AGSM will assist the AO in assuring that all services are provided in a smooth and efficient manner. This position requires a great degree of energy, flexibility, creativity and the ability to set priorities. This is a multi-functional position that will require some evening, holiday and weekend hours.

MAJOR DUTIES AND RESPONSIBILITIES

Vehicle Oversight
Maintains an inventory file on PC/Liberia vehicles. Maintains an inventory of all spare parts and informs the AO when supplies are low. Prepares the annual vehicle status report. Monitors vehicle mileage log books. Checks to see that all trips are signed off by drivers. Notes discrepancies and personal use of vehicles and with this information prepares a monthly vehicle use report for the AO and requests bills of collection from the billing officer when necessary. Plans and assigns drivers and vehicles on the basis of specific vehicle use requests and work priorities. Works with staff to coordinate/combine trips to make the vehicle use as cost-effective as possible. Monitors vehicle maintenance records to ensure vehicles are scheduled for servicing on a timely basis, at least once a month. Arranges for repairs when necessary. Maintains a database on individual vehicle maintenance and repair including tracking the cost of the work and comments on the quality of the service received, as appropriate. Monitors fuel use of vehicles. Monitors vehicle insurance coverage, assures that it is in compliance with local laws.

Purchasing/Procurement
Assist the AO in the procurement of furniture and equipment for the office and households. The AGSM is familiar with current local market conditions including price and availability of items procured on a regular basis and is adept at procuring such items and competitive prices. Responsible for developing and maintaining contacts with vendors regarding availability, quantity discount prices, etc, in order to facilitate rapid procurement. Directs the maintenance of files on pricing data and vendor contacts for the purchase of property supplies and services. Ensures that all expenditures correctly comply with Peace Corps and USG procurement regulations, particularly in terms of cost and competitive bidding procedures and that all materials are in good condition and used for intended purposes. Ensures that all invoices and receipts are prepared in accordance with USG regulations. Annotates all purchases as “received” on invoices and presents for fiscal coding and approval. Updates inventories as needed. Works with vendors who have maintenance contracts with PC/Liberia to ensure contract requirements are met and problems resolved. All work performed by vendors shall be inspected by the AGSM to ensure it has been completed satisfactorily.

Property Management
Assists the AO with maintaining a database on all PC/Liberia property, including furniture, appliances and equipment located at the Office, residences, other facilities, and with PCRVs. Assists the AO in performing an annual physical inventory of all Peace Corps property. Assists the AO in maintaining a check-out system for equipment issued to staff. Monitors and documents the return of property from PCRVs at COS. Monitors stocks of office supplies and informs AO for replenishment of stocks when necessary. Monitors use of all facilities, continuously assessing maintenance needs, recommending needed maintenance and property replacement to the AO. Makes the necessary repairs and maintains buildings, furniture, and equipment. Maintains a directory of maintenance/repair personnel who can be called upon when services are required. Collects and evaluates bids from potential contractors for large repair/maintenance jobs. Obtains quotations when appropriate and arrange for procurement of same with vendors.

Utilities
Ensures all offices and residences have adequate utilities and that all utility bills are paid in a timely manner. Works with telephone, cell phone and electricity providers to ensure telephone service to residences and offices. Ensures that bills for the services provided are tracked in collaboration with the AO and any delayed bills are collected from the offices of the service provider. Adheres to a weekly schedule for checking generators, water tanks, and all major household equipment.

Shipping & Customs
Coordinates shipping and receiving activities with the US Embassy shipping and customs office, as well as with relevant Liberian agencies and ministries.

Delivery Duties
Picks up and deposits PCV mail at the post office. Picks up and delivers cables, pouch mail and other interagency mail to the U.S. Embassy.

Driving
Serves as a Driver, on an as-needed basis. Acts as duty driver on rotational basis.

Other duties
Assists staff and volunteers in obtaining GOL-required documents for temporary residence in Liberia. Be knowledgeable and supportive of PC/Liberia safety and security policies and procedures, to include timely reporting of suspicious incidents, persons or articles. Performs all other duties as necessary or requested by the Admin Officer.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. 4-year college degree in management, business, administration or related field.

2. At least three years previous work experience in at least two of the following areas is required: logistics, procurement, vehicle management, property management, and/or facilities maintenance.

3. Level 4 proficiency in both written and spoken English.

4. Must posses a valid Liberian driver’s license.

5. The incumbent must have a very good knowledge of bidding process for procurement of goods; maintaining inventory tracking systems and preparation of reports; knowledge of maintaining facilities; knowledge of logistical support; have contacts with a wide variety of vendors.

6. The incumbent must demonstrate cooperative working relationship with subordinates and other staff. Must have good computer skills in MS Office Suite such as MS Word, MS Excel, and MS Outlook etc. Must demonstrate great degree of energy, flexibility, creativity and the ability to set priorities. Must have a demonstrated ability to multi-task under time pressure.

Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
